SMP Alliance Publishes Legacy Report Capturing Nine Years of Delivery and Collaboration

SMP Alliance has released a comprehensive report detailing its work over a nine-year period, from its formation in 2017 through to programme delivery and its planned transition in 2026.


The publication, titled SMP Alliance: Legacy & Learnings, sets out to share insights that could inform future highways and infrastructure projects, offering a detailed look at how the alliance operated and collaborated across the smart motorway programme.


Built around Project 13 principles, the alliance brought together a range of organisations with defined roles. National Highways acted as the client, while Fluor led production management. Design was delivered by WSP and Jacobs, supported by construction partners Balfour Beatty, Costain and the BAM/Morgan Sindall joint venture (bmJV). The wider supply chain included more than 100 additional partners.


The 104-page document combines case studies, reflections and practical examples drawn from across the programme. It explores key challenges, solutions and achievements, highlighting lessons learned across different teams and disciplines.


Illustrated with diagrams and imagery, the report also includes links to supporting materials such as videos and animations, providing further context and insight.


The document has been made publicly available, with the aim of sharing knowledge across the highways, construction and wider infrastructure sectors.
