Redbridge Council has delivered a landmark highways project using a range of low-carbon technologies and materials, marking the first time such an approach has been implemented at this scale within the borough.

The scheme, carried out on Heathcote Avenue in Clayhall, combined carriageway resurfacing with flood mitigation measures designed to reduce localised flooding while improving road and footway conditions for residents.

At the heart of the project was the introduction of “EVO Zero” cement, a next-generation material developed by Heidelberg that incorporates carbon capture technology to significantly reduce emissions associated with traditional cement production. This is believed to be its first use in London.

The council also expanded its use of ACLA®, a lower-carbon asphalt previously trialled in the borough. The material includes a carbon-negative additive, helping to reduce the overall environmental impact of resurfacing works.

Additional sustainability measures were integrated throughout the project, including the use of recycled plastic kerbing, organic topsoil and low-emission plant and equipment. Temporary traffic signals powered by solar energy were deployed, alongside electric vehicles and machinery fuelled by hydrotreated vegetable
