ORR Appoints Feras Alshaker as Interim Chief Executive

The Office of Rail and Road (ORR) has confirmed interim leadership plans ahead of the departure of its Chief Executive, John Larkinson, later this month.


Feras Alshaker, currently Director of Planning and Performance, will step into the role of Interim Chief Executive from Monday 27 April, following a decision by the ORR Board.


Alshaker brings nearly a decade of experience at the regulator and currently holds senior responsibility for oversight of Britain’s rail network and England’s strategic road network. His remit includes key organisations such as Network Rail, HS1 and National Highways.


During his time at ORR, he has led a range of significant regulatory initiatives impacting passengers, freight operators and taxpayers. In his new role, he is expected to provide stability as the organisation continues its Transformation Programme and prepares for major changes across the transport sector.


These include ongoing rail reform, wider regulatory developments, and the increasing use of technologies such as artificial intelligence within the industry.


Declan Collier, Chair of the ORR, welcomed the appointment, highlighting Alshaker’s experience and knowledge of the organisation.


He said his leadership would be important in maintaining momentum on key priorities, particularly during a period of significant change for the rail sector.


Alshaker said he was honoured to take on the role and would focus on supporting the organisation’s transformation and ensuring effective regulation that benefits passengers, freight users and taxpayers.


He will work closely with outgoing Chief Executive John Larkinson over the coming weeks to ensure a smooth transition.
