NY Highways Establishes £25M Framework to Deliver Key Civil Engineering Works Across Region

NY Highways has put in place a new multi-supplier framework to deliver a programme of civil engineering works across North Yorkshire’s transport infrastructure, reinforcing its long-term approach to asset maintenance and network resilience.


Valued at £25 million excluding VAT (£30 million including VAT), the framework is split into two value-based lots, enabling both small-scale and higher-value schemes to be procured efficiently.

The scope of works spans a broad range of highway and structural maintenance activities, with a strong emphasis on bridge works and carriageway improvements. Planned interventions include structural repairs, resurfacing programmes, full carriageway reconstruction, slurry sealing treatments, drainage upgrades, kerb installation, and retaining wall construction.


The framework is accessible not only to NY Highways but also to City of York Council and North Yorkshire Council, supporting a collaborative, region-wide delivery model.


Lot One (£0–£100k) focuses on lower-value, reactive and planned maintenance schemes and has been awarded to 14 contractors:

  • Bethell Construction

  • Coating Services

  • EC Surfacing

  • Hinko Construction

  • KS Civils and Groundworks

  • Metcalfe Plant Hire

  • PBS Construction

  • Rainton Construction

  • Seymour

  • Thomas Armstrong

  • Vertex Construction and Civil Engineering

  • Volkerlaser

  • Wilf Noble Construction & Plant Hire


Lot Two (£100k+) is designed for more complex and higher-value projects, with 10 contractors appointed:

  • Bethell Construction

  • CR Reynolds

  • EC Surfacing

  • Fox (Owmby)

  • Hinko Construction

  • PBS Construction

  • Rainton Construction

  • Seymour

  • Thomas Armstrong

  • Volkerlaser


By establishing this framework, NY Highways aims to streamline procurement, strengthen supply chain partnerships, and ensure consistent delivery of critical infrastructure works across the region.
