Marlborough Highways to continue and expand partnership with Southend-on-Sea City Council

Marlborough Highways has confirmed it will extend and broaden its long-term collaboration with Southend-on-Sea City Council, delivering a full-service Term Maintenance Contract (TMC) from April 2026 under a new seven-year agreement, with the option to extend for an additional seven years.


The expanded contract builds on existing responsibilities, covering roads, footways, street lighting, traffic management, car parks, and the foreshore, alongside civil engineering schemes and a full winter service. This ensures that residents and visitors can travel safely and efficiently throughout the year.


In line with Southend-on-Sea’s push toward sustainability, Marlborough Highways will invest in electric plant and vehicles, reinforcing its commitment to becoming a carbon-neutral organisation.


Matthew Revell, Managing Director of Marlborough Highways, said:

“This is about more than maintaining infrastructure – it’s about supporting Southend’s future. Building on a partnership of over a decade, we’re investing in expertise and equipment to ensure safe, reliable roads and public spaces all year round.”

Cllr Daniel Cowan, Leader of Southend-on-Sea City Council, added:
