Liverpool Launches £100M Highways Professional Services Framework

Liverpool City Council has announced plans to procure a new £100 million highways professional services framework, with a deadline for submissions set for 9 April 2026.
The four-year framework will provide specialist highways and transport consultancy services to support delivery across the Liverpool City Region from October 2026, when the current Professional Services Framework (PSF) expires.
According to the tender brief, the council intends to appoint suppliers to deliver feasibility studies, detailed design and a range of associated consultancy services required to support planned infrastructure programmes.
The framework will be divided into four lots:
Sustainable transport planning and policy advice
Highways and infrastructure design support services
Project and programme management, including NEC contract administration
Commercial and contract management support services
Surrounding local authorities and the Liverpool City Region Combined Authority (LCRCA) will also be able to access the framework.
Up to eight suppliers per lot will be shortlisted and invited to tender. Ultimately, four teams will be appointed to each lot, with individual projects awarded either through direct award to the highest-ranked supplier or via mini-competition.
The procurement follows a series of recent strategic initiatives across the city region. Last summer, LCRCA sought consultants to undertake feasibility and preliminary design work for “missing link” upgrades within its strategic cycling and walking network. Meanwhile, Liverpool City Council appointed a joint venture led by Urban Splash and Igloo Regeneration as development partner for the housing-led regeneration of Festival Gardens on the waterfront.
Liverpool, home to more than 500,000 residents and one of the UK’s major port cities, is continuing to invest in infrastructure to support regeneration, sustainable transport and long-term growth.
The new framework is intended to ensure continuity of professional support and capacity within the consultancy market as the city region advances its infrastructure ambitions beyond 2026.
