Lincoln Confirms Plans for Spine Road to Unlock Major Housing Development

City of Lincoln Council has confirmed it will deliver a new spine road through the Charterholme development, providing a key link between Skellingthorpe Road and Tritton Road.


The proposed route will support a range of transport users, with dedicated infrastructure for pedestrians and cyclists, alongside provision for vehicles and a priority corridor for bus services as the development progresses.


A major benefit of the scheme will be a new crossing over the railway line, removing the need for vehicles to use existing level crossings and helping to ease congestion on surrounding routes in the south of the city.


The council will lead construction on the section of land it owns, with work currently expected to begin in 2027, subject to planning consent and technical approvals.


The project follows confirmation of a £37.2 million recoverable funding package from Homes England. This represents the largest single grant awarded to the council and one of the biggest investments in Lincolnshire by Homes England.


The funding will support not only the road itself but also essential enabling works, including drainage and land preparation across the site.


The spine road is seen as critical to unlocking development at Charterholme, paving the way for around 2,800 new homes, at least 20% of which will be affordable. The wider scheme will also deliver community infrastructure such as a primary school, local centre and public open spaces.

Council leader Naomi Tweddle said the road is a vital piece of infrastructure that will improve connectivity while accelerating housing delivery. She added that securing the Homes England funding allows the project to move forward sooner than originally planned.


Lincoln MP Hamish Falconer described the scheme as a significant milestone for the city, highlighting its role in reducing congestion and supporting housing growth.


Homes England representatives also emphasised the importance of the investment, noting that it will remove key infrastructure barriers and enable development across the wider site, supporting the creation of a new sustainable community.
