Jacobs-Led Consortium Secures Four-Year Extension to Deliver UK Transport Security Programme

Jacobs, in strategic partnership with PA Consulting, has been awarded a four-year contract extension by the Department for Transport to continue leading the National Security Science and Research (NSSR) programme.


The NSSR programme is designed to demonstrate how government and industry can collaborate to fast-track innovation into practical solutions that enhance security and resilience across the UK’s air, road and rail networks.


Working alongside Jacobs and PA Consulting, the consortium includes QinetiQ, TNO, Iconal Technology, Cambridge University Technical Services Limited and Prometheus Policing Services.

Over the next four years, the team will develop science-led solutions to help the Department for Transport identify emerging risks, respond to evolving threats and protect critical transport infrastructure.


The programme supports a coordinated, cross-modal approach involving multiple agencies. Jacobs brings expertise in transport infrastructure, systems integration and resilience planning, while PA Consulting contributes specialist capabilities in innovation, quantum technologies, cyber security, aviation security and programme management.


Richard Sanderson, Executive Vice President at Jacobs, said the initiative applies science, technology and agile delivery methods to real-world transport security challenges. He added that continuing the partnership will support the Department for Transport’s long-term objective of maintaining a secure, adaptable and resilient national transport network.


Steve Carden, Transport Innovation Expert at PA Consulting, described the work as sitting at the crossroads of innovation, national security and public benefit. He said the renewed contract highlights how collaboration can tackle complex security challenges and expand impact across areas including cyber security, standards development and behavioural science.


Together, the partners aim to strengthen national security while ensuring the UK’s transport systems remain safe, resilient and operational every day.
