Devon Council Greenlights £7.92m Baulk Bridge Replacement with 120-Year Lifespan

Devon County Council has confirmed plans to replace the aging Baulk Bridge on the B3181 near Cullompton, pledging that the new structure will be designed to last at least 120 years.
Construction is scheduled to begin in spring 2026.
The bridge forms a key link between Exeter and Cullompton and also serves as a diversion route for the M5 motorway. Council engineers emphasise that the current bridge, built in 1924, is one of Devon’s oldest reinforced concrete structures and has become increasingly prone to deterioration and reinforcement corrosion. Repairs are no longer considered economically viable, and the bridge could face permanent closure if a replacement is not delivered.
The new bridge will be built on a slightly realigned section of the B3181, around 30 metres downstream, allowing the existing route to remain open for much of the construction period and reducing disruption for road users.
The scheme also includes 400 metres of upgraded pedestrian pathways, improved drainage, flood relief culverts, ecological habitat enhancements, tree planting, and wider environmental improvements. Funding for the project will come from the council’s Bridges and Structures Local Transport Capital Fund.
Cllr Dan Thomas, cabinet member for highways, said:“The new bridge will meet modern standards and provide a 120-year design life, securing this vital transport link for local traffic and emergency motorway diversions. Once complete, the old bridge and redundant road section will be removed to improve flood management along the River Culm.”
The council plans to launch the tender process in the coming months, seeking a contractor who can combine technical expertise with value for money, while delivering both safety and environmental benefits to the local community.
