Capgemini awarded multi-million-pound National Highways service management role

Capgemini UK has secured a contract worth up to £47.2 million to help National Highways strengthen its IT and operational technology service management capabilities over the next five years.
The agreement, initially valued at £35.9 million, commenced in July 2026 and will run until June 2031, with the potential for the overall value to increase during its lifetime. The contract was awarded through an existing public sector procurement framework.
Driving service management transformation
Under the appointment, Capgemini will act as National Highways' Service Management Maturity (SMM) Partner, supporting the organisation in enhancing the way technology services are planned, delivered and managed across both its information technology (IT) and operational technology (OT) environments.
The programme will focus on improving service management processes, creating a more integrated end-to-end operating model and strengthening organisational capability across the business.
As National Highways continues to expand its digital infrastructure, the contract is expected to play an important role in ensuring technology services remain resilient, efficient and aligned with operational requirements.
Building long-term capability
A key objective of the partnership extends beyond the delivery of consultancy support.
Capgemini has been tasked with helping National Highways develop greater in-house capability by transferring knowledge and embedding best practice within internal teams.
The intention is to enable the organisation to take increasing ownership of its service management functions over time, reducing reliance on external suppliers while supporting continuous improvement.
This approach reflects a broader trend across the public sector, where organisations are increasingly seeking technology partners that leave behind lasting capability rather than simply delivering projects.
Supporting wider digital modernisation
The latest appointment builds on National Highways' ongoing investment in digital transformation and operational resilience.
Capgemini is already one of several suppliers operating under the organisation's IT Commercial Framework, established in 2022 to provide specialist technology expertise across multiple service areas.
Recent framework awards have also seen contracts awarded to suppliers including Version 1 for managed services and CGI for data-focused programmes, demonstrating National Highways' continued investment in modernising critical systems that support the strategic road network.
Long-term partnership
The Service Management Maturity contract further strengthens Capgemini's presence within the UK transport and infrastructure sector, where demand for digital expertise continues to grow as asset owners increasingly rely on technology to improve operational performance, customer service and network resilience.
By combining service improvement with knowledge transfer and organisational development, the partnership aims to equip National Highways with the skills and processes needed to manage increasingly complex digital services while supporting the long-term evolution of its technology estate.
