Bath Launches 10-Year Movement Strategy Consultation to Transform City Transport

A major public consultation has opened on a new 10-year Movement Strategy aimed at reshaping how people and goods move in and around Bath.
The strategy sets out a long-term vision to reduce congestion, cut carbon emissions, and create a more connected and accessible transport network for residents, commuters, and visitors. Transport currently accounts for 36% of greenhouse gas emissions in Bath and North East Somerset, with Bath ranked as the fifth most congested urban area in the UK. The new plan prioritises sustainable travel and aims to make public spaces cleaner, safer, and more welcoming.
Councillor Joel Hirst, Cabinet Member for Sustainable Transport Strategy, said:
“Bath is a unique and vibrant city, but our transport network faces real challenges, from congestion and air quality to accessibility and climate change.We’ve made good progress on air quality, but more needs to be done. The Movement Strategy provides a blueprint for a fairer, greener, and better-connected future. It will shape travel not only for Bath residents but also for those coming from North East Somerset and neighbouring areas.We want to make it easier for everyone to walk, cycle, use public transport, and enjoy safer, more attractive streets. This consultation is a key opportunity for residents, businesses, and visitors to help shape the city’s transport network.”
The framework identifies 15 key areas of focus, including improving active travel routes, managing traffic flows, enhancing bus services, increasing accessibility, and supporting the local economy. Implementation will be phased, with short-term measures expected by 2027 and major infrastructure improvements extending to 2035.

The consultation runs until Friday 28 November 2025. Responses can be submitted online at www.banestransport.co.uk, and printed materials will be available at libraries across the city.
