Anglian Water Launches £1.5bn Major Infrastructure Delivery Framework Procurement

Anglian Water has announced plans to procure an integrated delivery partner for a Major Infrastructure Delivery Framework, designed to support its extensive capital investment programme across the East of England.


The initiative aims to tackle pressing challenges linked to climate change adaptation and the region’s projected population growth.


The framework seeks a collaborative partner capable of delivering projects flexibly, ensuring infrastructure programmes meet the expectations of customers, stakeholders, investors, regulators, and shareholders. Safety, health, and wellbeing will remain central throughout all works undertaken.


Scope of the framework includes a wide range of capabilities, from early contractor involvement (ECI) advisory services to design, construction, and compliance with construction (design and management) regulations as both principal designer and principal contractor. Early projects are expected to focus on coastal water improvements, combining green and grey engineering works with process technology and storage infrastructure.


The total value of the framework is estimated at £1.5bn excluding VAT (£1.8bn including VAT), highlighting the scale of Anglian Water’s investment ambitions. The contract is scheduled to begin on 28 July 2026 for an initial five-year term, with an option to extend for up to an additional five years, potentially running until July 2036 depending on performance and business needs.

Procurement will follow a multi-stage process, starting with a Request for Information (RFI) to assess the capability, capacity, and experience of potential suppliers. Only those shortlisted from the RFI will be invited to progress to the Request for Proposal (RFP) stage, which will examine proposed delivery methods, cost structures, and may include interviews and site visits. Award decisions will consider cost, capability, and overall delivery approach to select the most advantageous tender.


Key dates include the anticipated publication of the tender notice on 29 January 2026 and the deadline for participation requests on 27 February 2026 at 11:59 pm. Anglian Water aims to announce the successful supplier by 3 July 2026.
