£12 million investment for Blackburn with Darwen Council

Blackburn with Darwen Council is set to invest nearly £12 million in its highway infrastructure over the coming year, aiming to enhance the travel experience for all road users across the borough.
The council’s Highways Capital Programme for 2025-2026 reveals a significant uplift in government funding—rising from £3.8 million in the previous year to almost three times that amount. Funding will be drawn from the Local Transport Fund, Highways Maintenance Block, and Integrated Transport Block, with each contributing to improved connectivity, road upkeep, and sustainable transport enhancements.
More than 65 roads are scheduled for maintenance or resurfacing, and over £1 million will go towards footpath improvements to encourage walking, cycling, and wheeling. To maximise efficiency, the work will begin this summer, coinciding with school holidays and favourable weather.
An additional £630,000 has been earmarked to upgrade street lighting and illuminated bollards across the borough.
Councillor Quesir Mahmood, Deputy Leader and Executive Member for Growth and Development, emphasised that the investment recognises the borough’s potential and will support a wide range of long-standing projects that had been delayed due to lack of funding.
While temporary disruptions such as road closures are expected, the long-term improvements are aimed at benefiting all residents and supporting future housing growth.
