TfL Begins Market Engagement for Bakerloo Line Upgrade Infrastructure Works

Transport for London (TfL) has launched preliminary market engagement for the first stage of infrastructure works on the Bakerloo line upgrade, ahead of a planned procurement under the Procurement Act 2023.
The Bakerloo line runs from Harrow & Wealdstone in north London to Elephant & Castle south of the River Thames. TfL highlighted that its 1972 Tube Stock is now the oldest rolling stock in operation in the UK, with escalating costs for life-extension and increasing reliability risks.
To address this, TfL plans to introduce new trains on the line. Stage 1 of the infrastructure programme will modify and upgrade existing assets to accommodate the new rolling stock, with completion expected around 2034.
Key elements include:
Reconstruction of Stonebridge Park Depot to consolidate maintenance operations.
Expansion of the Queen’s Park area to provide additional train storage capacity.
Modifications to sidings for continued storage and the introduction of a dedicated driver training facility.
Wayside works to ensure power supply, signalling, and gauging are compatible with the new trains.
TfL said the programme scope has been refined since early engagement in 2024, including relocating the cleaning shed from London Road to Stonebridge Park and removing the need for a front-end cleaning facility.
The authority anticipates three separate competitions to deliver the works: a depots and sidings partner, a waysides partner, and an integrator to manage interfaces across the programme. Contracts are expected to run from July 2027 to December 2034.
While TfL has not disclosed an estimated value for the works, it said preliminary engagement will involve supplier industry days, one-to-one sessions, and document feedback. An in-person supplier day is scheduled for 24 March 2026 in Westminster.
The engagement aims to refine TfL’s delivery model, enhance construction efficiency, reduce costs and carbon, and improve whole-life performance of the upgraded Bakerloo line.
