Southwark Council Seeks Early Interest for Highways Construction and Maintenance Work (2027–2032)

Southwark Council has opened a preliminary market engagement process ahead of a significant upcoming highways contract, aiming to connect with potential suppliers interested in delivering construction, foundation, and surface works for the borough's roads and highways network.
According to procurement portal ProContract, the proposed contract will span five years, running from 1 April 2027 to 31 March 2032. The council is currently in the early stages of procurement and is inviting expressions of interest (EOIs) to help shape the scope of the future tender.
The aim of this early market engagement is to gauge the interest, capabilities, and capacity of contractors who may wish to take part in the formal tender process at a later stage. This type of early dialogue also helps the council refine its approach, ensuring that the eventual procurement meets industry standards and attracts the right level of competition.
Interested organisations—particularly those with experience in road surfacing, highways foundation works, and related civil engineering—are encouraged to respond before the Expression of Interest deadline on 31 October 2025.
