Slough Borough Council is set to launch a major construction and maintenance framework worth up to £60 million, aimed at supporting both major infrastructure projects and smaller, routine works across the borough over the coming years.
The initiative is expected to provide a structured platform for local and national contractors to bid for a wide variety of projects, ensuring high-quality delivery while maintaining value for public funds.
Framework Structure and Lots
The framework will be divided into five main lots, with Lot 4 further split into eight sub-lots to cover a range of reactive maintenance services:
Lot 1: Minor construction projects with contracts valued at around £500,000 each
Lot 2: Minor construction projects ranging from £500,000 to £2 million
Lot 3: Major construction projects between £2 million and £10 million
Lot 4: Reactive maintenance works, up to £100,000 per contract, covering:
4a: Adjustment of ironwork
4b: Bridge inspections
4c: Carriageway patching works
4d: Drainage cleansing and CCTV management
4e: Site investigations
4f: Supply of traffic management
4g: Road markings
4h: Traffic sign supply and installation
Lot 5: Carriageway resurfacing works, up to £1 million per contract
This structure is designed to give flexibility to the council in addressing both planned and reactive maintenance, from small-scale repairs to larger infrastructure improvements. It also allows smaller contractors to compete for targeted lots, supporting the local economy.
Timeline and Key Dates
The framework is expected to run from 4 May 2026 to 23 April 2030, with a possible extension to 23 April 2031. Contractors interested in participating must submit enquiries by 20 October, while the tender notice is expected to be published by 31 October. Tenders will then be accepted until 5 January 2026, with successful bids likely to be announced on 4 May 2026.
Slough Borough Council has emphasised that these dates may be subject to change, and interested contractors should monitor official procurement channels for updates.
Benefits and Strategic Goals
The framework is part of the council’s broader strategy to maintain and improve transport infrastructure in Slough, ensuring roads, signage, and drainage systems remain safe and effective for both residents and businesses. By establishing a clear, structured framework, the council aims to:
Minimise disruption to traffic and local communities by coordinating works efficiently
Encourage competition among contractors to deliver value-for-money solutions
Support smaller local businesses and suppliers by providing opportunities through sub-lots
Maintain high safety and quality standards across all construction and maintenance projects
The inclusion of reactive maintenance lots is particularly important, as it enables the council to respond quickly to unforeseen issues such as potholes, drainage blockages, or minor structural repairs, helping to prevent more significant damage and costly interventions in the future.
Opportunities for Contractors
Contractors of varying sizes and specialisations are encouraged to consider participation, whether for smaller-scale projects under Lot 1 or 2, or major works under Lot 3. The reactive maintenance lots under Lot 4 allow contractors with niche expertise—such as bridge inspections, road marking, or traffic management—to contribute in focused areas.
By participating in the framework, contractors will have access to multiple opportunities over several years, fostering long-term partnerships with the council and contributing to the borough’s infrastructure resilience.
Further information about the framework, submission guidelines, and application procedures will be available through Slough Borough Council’s official procurement portal.
