Redcar and Cleveland Council to Borrow £7.1m for Urgent Infrastructure Repairs

Redcar and Cleveland Council has confirmed plans to borrow £7.1m to fund critical repair works across the borough, targeting damage caused by landslips, sinkholes, and recent storms.
Priority Repair Projects
The funding will cover several high-priority schemes, including stabilisation work at a landslip near Easington, management of a sinkhole at Eston Recreation Ground, and structural repairs to the Dundas Street slipway in Redcar, which suffered damage during severe weather.
A report to councillors said external funding streams had fallen short of covering the scale of the work, with “unforeseen failures” adding further strain on the authority’s finances. Borrowing was described as essential to “ensure the safety and longevity” of public assets.
Breakdown of Allocations
£500,000 – Stabilisation of Grinkle Lane following a landslip.
£150,000 – Works to address the Eston Recreation Ground sinkhole, which first appeared in 2024.
Repairs at Redcar seafront – Strengthening the Dundas Street slipway, where storm damage displaced concrete pads and weakened the structure.
The Labour-led council warned that without additional long-term support, future infrastructure projects could face cutbacks.
Funding Context
The borough has already received £17m in government funding for highways maintenance covering 2022/23 to 2026/27. This allocation is used for resurfacing, footpath and public rights of way maintenance, traffic calming, safety improvements, road markings, and inspections of council-owned infrastructure.
However, the council noted that the grant is under pressure, as it does not account for inflation and rising material and labour costs.
Looking Ahead
In its report, the authority confirmed it is working with the Tees Valley Combined Authority (TVCA) to secure “the correct level of funding” to safeguard the borough’s infrastructure in the long term.
