Oldham Council Launches £5m Highways Surface Dressing Tender

Oldham Metropolitan Borough Council has opened a tender for a new highways surface dressing contract, covering selected roads within its network. The project carries an estimated value of up to £5 million.
The contract is set to begin on 2 April 2026 and run until 1 April 2031, with the option for an extension to 1 April 2034— potentially extending its duration to eight years in total.
Under the agreement, the appointed contractor will undertake annual surface dressing works on designated roads. The volume of work each year will depend on both the condition of the network and the available maintenance budget.
Although annual spending levels may fluctuate, the council indicated that it typically allocates around £650,000 or more per year for road surface dressing activities.
Tender evaluations will be based on the following criteria:
Cost: 60%
Technical quality: 30%
Social value: 10%
Interested companies must submit any enquiries by 30 November 2025, with final tenders due by 5 December 2025. The successful contractor is expected to be announced by 15 March 2026.
