Network Rail Launches £113M Framework to Safeguard Wales & Western Railway Structures

Ground Control, XEIAD and Inspire (Structures) have secured places on a long-term civils examinations framework that will underpin the inspection and maintenance of thousands of critical railway assets across the Wales & Western network.
Network Rail has awarded a new eight-year civils examinations framework worth an estimated £113 million to support the ongoing inspection and assessment of bridges, tunnels and other critical structures across its Wales & Western route.
The framework will provide specialist engineering expertise to monitor the condition of railway assets, helping identify deterioration before it develops into safety or operational issues while supporting long-term asset management across one of Britain's busiest rail regions.
Although the anticipated spend is £113 million (excluding VAT), procurement documents allow for expenditure to increase to £136 million should additional inspection requirements emerge over the life of the agreement.
Long-Term Asset Assurance
Civil engineering examinations form a vital part of Network Rail's infrastructure management strategy.
The inspections assess the structural condition of assets, identify defects and determine where maintenance, strengthening or renewal works are required to ensure the continued safe operation of the railway.
The framework covers a broad range of structures, including:
Railway bridges
Tunnels
Culverts
Retaining walls
Coastal and estuary defences
Underwater structures
Ancillary civil engineering assets
The work will support preventative maintenance programmes designed to improve reliability while extending the operational life of critical infrastructure.
Framework Split Across Two Specialist Lots
The contract has been divided into two specialist workstreams.
Lot 1 – Tunnel Examinations
Inspire (Structures) has secured the contract for tunnel examinations across the Wales & Western region.
The agreement carries an estimated value of £9.89 million and covers inspections of Network Rail's tunnel assets, ensuring their structural integrity is regularly assessed throughout the framework period.
Lot 2 – Civil Structures
The larger element of the framework has been awarded jointly to Ground Control and XEIAD.
Worth approximately £103.4 million, the lot covers examinations of bridges, retaining walls, culverts, coastal structures, estuary assets and other civil engineering infrastructure across the route.
Together, the two suppliers will provide the specialist inspection capability required to support Network Rail's long-term asset management programme.
Potential Eight-Year Programme
Both framework agreements commence from 1 July 2026, with an initial five-year term running until 30 June 2031.
Network Rail has retained the option to extend the agreements by up to three additional years through a two-year extension followed by a final one-year extension, taking the maximum duration through to 2034.
Supporting a Safe and Reliable Railway
The examinations carried out under the framework will provide engineers with detailed information about the condition and performance of key railway assets, enabling maintenance activity to be planned proactively rather than reactively.
By identifying structural issues at an early stage, Network Rail aims to reduce the risk of asset failures, minimise operational disruption and improve the long-term resilience of the railway network.
The framework was procured through a competitive flexible procedure under the utilities procurement regime, with contracts formally signed in May 2026.
As investment in Britain's railway infrastructure continues, long-term frameworks such as this provide Network Rail with dedicated specialist expertise while giving suppliers greater certainty to invest in skilled personnel, technology and inspection capability over the coming years.
