National Highways Leader Joins Sustainability School Board to Drive Supply Chain Skills

The Supply Chain Sustainability School has welcomed a new addition to its leadership team with the appointment of Elaine Billington MBE, Chief People Officer at National Highways.
Her arrival on the Board marks a significant step in strengthening the School’s mission to enhance supplier capability and accelerate skills development across the UK’s construction and infrastructure sectors.
Elaine, a member of National Highways’ Executive Committee, has built a career around workforce strategy, organisational transformation, and collaborative industry change. She played a key role in initiatives such as the Lower Thames Crossing skills programme, which saw local suppliers upskilled ahead of major contract awards — setting a precedent for early engagement and long-term value in supply chains.
Recognised as a Fellow of the Chartered Institute of Personnel and Development (CIPD), Elaine is also a strong advocate for apprenticeships and career development. Her commitment includes leading the Northwest Employer Apprentice Ambassador Network, supporting the national Apprentice Diversity Champions Network, and earning an MBE in 2020 for her contributions to industry and skills.
Reflecting on her new role, Elaine said:“At a time when SMEs and the wider supply chain face enormous challenges, it’s crucial we focus on building the right skills for the future. The School provides a platform for suppliers to grow their capability and seize opportunities that will shape the UK’s infrastructure landscape.”

Her perspective will help us widen the School’s impact and scale our work across the built environment.”
With over 230 industry partners, the Supply Chain Sustainability School offers free resources and training aimed at improving sustainability practices, strengthening supplier resilience, and addressing the long-term skills needs of the sector.
