Gloucestershire Confirms Suppliers for £72M Highways Framework

Gloucestershire County Council has appointed contractors to a new four-year, £72M highways major projects framework aimed at streamlining delivery of large-scale transport schemes across the county.


The framework, which runs from 1 April 2026 to 31 March 2030, replaces a previously fragmented approach based on individual open tenders. It is split into two lots covering highways works and structures/geotechnical projects.


Lot 1: Highways Projects

Lot 1, valued at £40M excluding VAT (£48M including VAT), covers new road construction, junction upgrades, carriageway widening, integrated transport schemes and public realm improvements. It also includes associated works such as earthworks, drainage, surfacing, lighting and signage.

Appointed contractors are:

  • Alun Griffiths

  • Fitzgerald Contractors

  • M J Church

  • Montel Civil Engineering

  • Taylor Woodrow Infrastructure

Annual spend under this lot is expected to be around £10M, with individual project values ranging from £500,000 to £10M.


Lot 2: Structures and Geotechnical

Lot 2 focuses on bridge construction and refurbishment, retaining walls, culverts, geotechnical stabilisation and other structural works. The lot is valued at £20M excluding VAT (£24M including VAT), with anticipated annual expenditure of around £5M.

Appointed suppliers are:

  • Alun Griffiths

  • Centregreat

  • M J Church

  • Montel Civil Engineering

  • Taylor Woodrow Infrastructure

Projects under Lot 2 are expected to range from £250,000 to £10M.


Streamlining Delivery

The council said the framework will provide access to pre-qualified contractors, helping to speed up procurement and improve efficiency while maintaining compliance and quality standards. Social value and financial robustness formed part of the evaluation criteria.


The move reflects a wider trend among local authorities towards multi-supplier frameworks that provide flexibility and certainty in delivering highways investment programmes.


Several contractors were unsuccessful in securing places across the two lots, underlining strong competition in the regional highways market.


The new framework is intended to support Gloucestershire’s ongoing programme of road and infrastructure upgrades through to 2030.
