Esh and Octavius Join Lineup for YORcivil Major Works Framework

Esh Construction and Octavius Infrastructure have been named among eight contractors appointed to the second phase of YORhub’s YORcivil Major Works framework — marking their first inclusion in the programme.
Other newcomers joining the framework for its latest iteration include Bam Nuttall and Jackson Civil Engineering.
Returning for another term are Aureos Infrastructure Services, Galliford Try Infrastructure, John Graham Construction, and John Sisk & Son.
Meanwhile, four firms from the previous round — Balfour Beatty Civil Engineering, Morgan Sindall, Tarmac Farrans JV, and Tilbury Douglas — have not been reappointed.
Valued at an estimated £250 million annually, the framework supports the procurement of large-scale public sector civil engineering projects valued above £10 million. Typical projects are expected to include infrastructure construction, bridge and structural works, highways, coastal defences, flood alleviation schemes, and related design services.
Covering 21 local authorities across northern and central England, from North Yorkshire down to Derbyshire, the YORcivil Major Works 2 framework will run until November 2029, with an option to extend by up to two additional years.
Expansion for Octavius
For Octavius Infrastructure — formerly known as Osborne Infrastructure — the appointment signifies continued national expansion beyond its traditional southern base. Since separating from the Osborne Group in 2021, the company has increased turnover from £131 million to £323 million.
Frameworks manager Jarrod Parkin said:
“Octavius has evolved into a truly national business, and this award reinforces that. We’re now delivering transport infrastructure from Cornwall to Northumberland. In northern England, YORcivil Major Works 2 joins our existing portfolio, which includes YORcivil3, NEPO, Manchester Highways, Peel Ports, and National Highways’ schemes across the North East and North West.”
Growth for Esh Construction
County Durham–based Esh Construction, already active on the YORcivil3 framework, sees the new appointment as a major step in its regional growth strategy.
