Costain Secures Role on £800m Eastern Highways Alliance Framework

Costain has been appointed to deliver the next wave of major road improvements under the Eastern Highways Alliance Framework 4 (EHF4).


The framework covers a broad range of civil engineering and infrastructure works across the East of England, including highway maintenance, resurfacing, asset management, and structural projects such as bridges, subways, and new cycle routes.


Costain has earned a place on Lot 3, which focuses on schemes valued at over £30 million. The entire framework represents a potential £800 million investment over a minimum of four years, with the option to extend for an additional two.


Strengthening Regional Infrastructure


The Eastern Highways Alliance (EHA) is a collaboration between 11 local authorities across the East of England, coordinated by Central Bedfordshire Council. The alliance oversees more than 23,000 miles of road across an area of 7,000 square miles, serving a population exceeding five million in Norfolk, Suffolk, Essex, Kent, Central Bedfordshire, Hertfordshire, Cambridgeshire, and Peterborough.


This appointment marks Costain’s first inclusion on a multi-local authority highways framework, further expanding its presence in the regional infrastructure sector.


The company already maintains a long-standing partnership with National Highways, recently completing the installation of 41 new emergency areas on the M1 ahead of schedule. Costain also continues to provide specialist engineering consultancy to National Highways under its Specialist Professional and Technical Services Framework (SPaTS3).
