Cambridgeshire Launches Groundbreaking Trial to Combat £500m Peat Road Challenge

Innovative engineering techniques will be tested on a Fenland road as Cambridgeshire County Council looks for a long-term solution to one of the UK's most costly highway maintenance problems.


Cambridgeshire County Council is embarking on an ambitious highways trial that could transform how roads built on peat soils are repaired, as it seeks to reduce a maintenance backlog estimated at £500 million.


Construction work is due to begin on Upwell Road (B1099) in Fenland, where engineers will test three different ground improvement techniques designed to tackle the long-standing problem of roads sinking, cracking and deteriorating due to unstable peat foundations.


The project has been backed by £1.5 million of funding from the Cambridgeshire and Peterborough Combined Authority (CPCA) and is expected to run until early September.


Addressing a Unique Engineering Challenge

Around 40% of Cambridgeshire sits on peat-rich ground, presenting a major challenge for highway engineers.


Unlike conventional road foundations, peat soils are highly compressible and susceptible to movement, meaning carriageways often settle unevenly, resulting in cracking, deformation and frequent maintenance interventions.


According to the council, repairing roads built on peat can cost up to four times more than maintaining highways on more stable ground.


With approximately 1,000 miles of the county affected by these conditions, identifying more durable repair methods has become a priority.


Testing New Construction Techniques

The trial will evaluate three engineering approaches on the same stretch of road, allowing their long-term performance to be compared under identical traffic and environmental conditions.


The techniques include:

  • Deep soil mixing to strengthen weak ground beneath the carriageway.

  • Chemical stabilisation to improve the bearing capacity of peat soils.

  • Lightweight construction materials designed to reduce loading on unstable foundations.


By monitoring each method over time, the council hopes to identify solutions that extend pavement life, reduce repeat maintenance and lower whole-life costs.


Partnership Approach

The scheme is being delivered in collaboration with Winvic Construction, which has been working with the authority to develop and trial alternative maintenance solutions for peat-affected highways.


Alongside the experimental works, a separate section of Upwell Road between Cavalry Drive and Binimoor Road will also be resurfaced as part of the project.


Construction will take place on weekdays between 8am and 6pm, with full road closures remaining in place throughout the programme.


Building the Evidence for Future Investment

The council says the project is about more than repairing a single road.


By generating robust performance data, it hopes to build an evidence base that can influence future highway maintenance policy and strengthen the case for additional government funding.

Councillor Alex Beckett, Chair of Cambridgeshire County Council's Highways and Transport Committee, said peat roads remain one of the county's greatest infrastructure challenges, particularly across the Fenland area.


He explained that testing multiple repair techniques on the same site would allow engineers to compare both durability and value for money, with the findings helping shape future maintenance strategies.


The results, he added, will also be used to demonstrate to government the additional financial pressures faced by authorities responsible for maintaining highways on difficult ground conditions.

If successful, the trial could provide a blueprint not only for Cambridgeshire but for other parts of the UK facing similar geotechnical challenges, helping local authorities deliver longer-lasting road repairs while reducing disruption for road users and making better use of constrained maintenance budgets.
