AtkinsRéalis Appointed to Update Key Highway Management Code

The Department for Transport (DfT) has appointed AtkinsRéalis to lead a major review of Well-managed Highway Infrastructure: A Code of Practice (WMHI), a foundational guide for UK highway authorities.


Originally published in 2016, WMHI provides essential guidance on risk-based management of highway networks. With advances in technology, evolving policies, and changing stakeholder expectations, a full update is now considered essential to maintain its relevance.


AtkinsRéalis will collaborate with the UK Roads Leadership Group (UKRLG), DfT officials, and highway engineers to refresh the code’s content. The review will also enhance governance structures, produce executive summaries to highlight key principles, update technical approaches to risk management, and deliver a searchable digital platform for easier access and ongoing maintenance. In addition, the project will develop training and implementation resources to support adoption across local authorities.


Mike Batheram, market director for local transport at AtkinsRéalis, said:

“WMHI has become the industry standard for risk-based asset management, enabling highway authorities to tailor approaches to local priorities. Having led the original 2016 code, we understand both the technical challenges and collaborative processes required to create guidance that works in practice. Our role will be to bring together diverse stakeholders to co-create content that benefits the entire sector.”


Transport Minister Simon Lightwood added:

“Roads are vital to our economy, keeping people and goods moving efficiently. Updating the code of practice will improve road safety and journey reliability while encouraging local authorities to adopt new technologies that promote growth and support communities.”


The decision follows a stakeholder consultation and document review, which identified the need for modernization. Practitioners emphasized the importance of enhanced digital formats, continuously updated reference materials, and practical guidance. The updated code will also include new sections on artificial intelligence, carbon management, climate adaptation, and inclusive design considerations.
