Yorkshire Water Launches £80M Multi-Supplier Technical Services Framework for AMP8

Yorkshire Water has unveiled plans for a new multi-supplier framework aimed at providing comprehensive technical consultancy, engineering design, technical assurance, and specialist support services for its AMP8 investment programme running from 2025 to 2030.
Valued at approximately £80 million (excluding VAT), the framework will replace existing Technical Services and Technical Assurance agreements, offering enhanced continuity, resilience, and flexibility in delivering specialist expertise. It will serve as a single commercial route for Yorkshire Water’s engineering, asset management, and commercial teams to access a wide range of technical capabilities.
The framework is structured into multiple Lots to reflect the diverse technical requirements of the programme:
Lot 1: Technical Services (Minor Packages of Work) – Estimated at £12.7 million, this Lot will cover smaller-scale assignments including feasibility studies, options development, detailed design, and engineering advisory services. Suppliers may also manage construction design and principal designer duties for short-term projects.
Lot 2: Technical Assurance – With an estimated value of £4 million, this Lot focuses on independent assurance services such as design reviews, technical audits, and compliance assessments. Yorkshire Water plans to appoint a primary supplier alongside a secondary provider to ensure resilience and capacity.
Lot 5: Design Partner (Complex Project Delivery) – Estimated at £13.3 million, this Lot will deliver multi-disciplinary design services for complex or large-scale projects. Suppliers will be selected through mini-competitions to ensure expertise and strong delivery performance.
Lot 7: Technical Design Partner – The largest component, valued at £50 million, seeks a strategic design partner to complement Yorkshire Water’s internal technical design capacity. Responsibilities include providing digital engineering support, developing solution maturity for future regulatory cycles (PR29), and leading design innovation across multi-year programmes.
Notably, the framework has removed contracts for Lots 3 (Health & Safety Assurance), 4 (Environmental Assurance), and 6 (Strategic Solutions Partner), indicating a more focused approach on core technical and design services.
The multi-supplier structure allows Yorkshire Water to award call-off contracts either directly or via mini-competitions, ensuring transparency, fairness, and agility in meeting the programme’s specific requirements.
The framework is scheduled to commence on 1 July 2026 and run until 30 June 2030, with the potential to extend to 30 June 2032. Yorkshire Water emphasises that all operations will be governed by clearly defined contractual terms and procurement rules to ensure consistent and efficient delivery.
AMP8 represents Yorkshire Water’s largest-ever environmental investment programme, totalling £8.3 billion. Key projects include refurbishing five reservoirs and replacing over 1,000 km of water mains.
