Winvic secures first EHF4 project with Waterbeach railway station haul road

Winvic Construction has been appointed by the Greater Cambridge Partnership (GCP) to deliver the Waterbeach railway station haul road, marking the contractor’s first award under the Eastern Highways Alliance Framework 4 (EHF4).


The £800m framework, managed by Central Bedfordshire Council, brings together ten local authorities across the East of England, including Cambridgeshire, Essex, Hertfordshire, Kent, Luton, Norfolk, Peterborough, Southend-on-Sea, Suffolk and Thurrock.


Procured via a competitive mini-competition under Lot 1 of the framework, the £3m scheme is being delivered under a NEC4 Option A contract. Works began in November and are scheduled for completion in summer 2026.


The 3.1km haul road is a key enabling project supporting the wider gateway works for the new town of Waterbeach and the future railway station. It will provide essential access for Spencer Group to commence construction of the new station.


Around 830m of the route will utilise the former airfield taxiway within the Urban & Civic development site, repurposed as a foundation. A further 2.3km of new carriageway will be constructed across the broader Waterbeach development area.


Once complete, the haul road will comprise a 3.75m-wide single carriageway with passing bays across farmland sections, and a 7.0m-wide single carriageway along the taxiway alignment. Drainage and fencing will be installed throughout.


The project includes significant earthworks and utilities protection measures. Surplus site-won material will be reused for level adjustments, bund formation and ditch construction, with further value engineering under review to reduce material use, cost and carbon.


Winvic will oversee ongoing stakeholder engagement, working closely with GCP, Urban & Civic and other partners. Traffic and pedestrian management measures will be implemented along Bannold Drove (Green Lane), with early communication planned to minimise disruption to the local community.
