West Berkshire Council launches £180m highways procurement market engagement

West Berkshire Council has launched early market engagement for its next highways term maintenance contract, expected to be worth up to £180m including VAT.


The ten-year deal, which is scheduled to begin in September 2026, will cover a mix of revenue-based maintenance services and some capital works. It forms part of the council’s ambition to integrate technology and innovation into highways delivery, as well as support net zero targets and boost the local supply chain.


The current procurement notice, published on 13 June, sets out a preliminary engagement process aimed at shaping the commercial and delivery strategy for the contract.

Interested suppliers have until 4 July to register for a virtual supplier workshop and one-to-one interviews, scheduled to begin on 27 June. A market engagement questionnaire will also be circulated to steer discussions.


According to the notice, the council is considering using the Competitive Flexible Procedure under the Procurement Act 2023 when it launches the formal procurement process in September. Participation in the current engagement phase will not be a requirement for bidding.

The scope of work ranges from general civil engineering to street cleaning and repair of road-related equipment.


Suppliers will be asked to comment on the proposed commercial model, performance metrics, and social value provisions, with specific interest in AI, digital innovation, and environmental delivery options. The council is also seeking feedback on the potential for collaboration with neighbouring local authorities.
