TfL Launches Goodwill Payment Scheme for Affected Taxi and PHV Drivers

Transport for London (TfL) has introduced a one-off Goodwill Payment Scheme to compensate taxi and private hire vehicle (PHV) drivers impacted by licence renewal delays caused by new IT systems and recovery from a prior cyber attack.
The delays, formally acknowledged in TPH Notices, affected drivers renewing licences between 1 September 2024 and 31 December 2025, in some cases causing short interruptions to their ability to work.
Most drivers were unaffected due to the three-year renewal cycle, but those impacted will receive automatic payments: £300 for taxi drivers, £310 for PHV drivers, and up to £500 for drivers who experienced more than seven days without a valid licence. TfL will contact eligible drivers directly, with payments issued by cheque.
During the disruption, TfL mitigated impacts by recruiting extra staff, prioritising renewals, and issuing short-term PHV licences where appropriate.
A TfL spokesperson said: “We’re sorry for the disruption caused and are introducing this scheme to recognise the impact on drivers. We continue to ensure all drivers meeting licensing requirements are able to work.”
Steve Garelick, GMB Regional Organiser, welcomed the scheme, noting it helps address financial impacts and praised TfL for working constructively with the union to support affected drivers.
