Work to refurbish Portsmouth’s iconic Tri-Sail landmark has highlighted the growing role innovative traffic management solutions are playing in the safe delivery of infrastructure maintenance projects on busy live networks.

The distinctive structure, which has stood at the entrance to Portsmouth for more than two decades, remains one of the city’s most recognisable gateways. However, carrying out refurbishment works on a landmark positioned directly above the heavily trafficked M275 presented significant operational and safety challenges.

Delivering maintenance in such a constrained environment required a carefully planned approach capable of protecting both the workforce and road users while minimising disruption on a strategically important route into the city.

Reducing Exposure on a Live Highway

To support the scheme, EMCC implemented a specialist traffic management strategy designed to create controlled, temporary traffic-free working periods on the motorway.

By introducing short-duration closures and managed working windows, the project team was able to complete key refurbishment activities more efficiently while dramatically reducing the amount of time operatives were exposed to live traffic conditions.

On complex schemes of this nature, traditional traffic management arrangements can often increase both programme durations and workforce exposure by requiring prolonged lane closures and extended time spent operating close to moving vehicles.

The use of more flexible traffic management solutions allowed the project team to reduce time on the network while maintaining safer working conditions throughout the refurbishment process.

Supporting Safer Infrastructure Delivery

The project demonstrates how evolving approaches to traffic management are becoming increasingly important in supporting infrastructure maintenance across the UK’s road network.

As ageing structures require ongoing refurbishment and renewal, contractors and local authorities are under growing pressure to balance safety, operational efficiency and network disruption.

Schemes such as the Tri-Sail refurbishment show how targeted innovation within traffic management can help deliver complex works more safely while limiting the impact on motorists and surrounding communities.

For Portsmouth’s landmark gateway structure, the approach enabled essential refurbishment works to proceed with reduced risk and improved efficiency — reinforcing the importance of smarter traffic solutions in modern infrastructure delivery.
