Oxford Introduces New 50mph and 30mph Speed Limits on Key Roads

New reduced speed limits are set to be implemented on the ring road south of Oxford, along with nearby roads, as part of broader improvements to the A423 corridor.
A 50mph limit will apply to the A423 Southern Bypass, Eastern Bypass, the southern bypass westbound slip road, and Old Abingdon Road near New Hinksey and Rose Hill. Additionally, 30mph limits will be introduced on sections of Old Abingdon Road, Kennington Road, and the A423 southern bypass westbound slip road.
Previously, these stretches were subject to national speed limits, which are 70mph for dual carriageways and 60mph for single carriageways. The changes form part of the wider A423 improvement scheme in Kennington, which includes replacing the rail bridge. Local authorities say the new limits will enhance safety for drivers, pedestrians, and cyclists.
The proposals were approved by Councillor Andrew Gant, Cabinet Member for Transport Management, during a delegated decisions meeting on 11 December. Public consultation showed strong support: 71% backed the 50mph limit, with 22% opposed, while 74% supported the 30mph limit and 16% objected.
One resident supporting the changes said:
“I often drive on the bypass and think lower speed limits would be safer. I’m concerned by unsafe driving at high speed within current limits.”
Councillor Diana Lugova, representing Kennington & Radley, and South Hinksey Parish Council also endorsed the proposals.
However, some residents expressed concerns. One objector noted that previous measures, such as congestion charging and low-traffic neighbourhoods (LTNs), have already reduced peak traffic speeds, and further lowering limits could impede traffic flow during off-peak hours.
Local advocacy group Oxfordshire Liveable Streets welcomed the changes but recommended further adjustments, suggesting that the eastern 200 metres of the new 50mph stretch be reduced to 40mph to minimise noise in Rose Hill and that the 30mph section be lowered to 20mph for additional safety.
