London Borough of Bromley Launches Re-Procurement of Highway Maintenance Services

The London Borough of Bromley, acting in its role as Highway Authority, is responsible for managing and maintaining a substantial highways infrastructure across the borough.


This network comprises approximately 1,370 kilometres (850 miles) of footways, 842 kilometres (525 miles) of carriageways, and more than 28,000 streetlights and items of illuminated street furniture, as listed on ProContract.


To ensure the continued delivery of safe, reliable, and well-maintained highway assets, the Council has initiated a re-procurement process for its highways maintenance services. The scope of the contract and service requirements are detailed within the Invitation to Tender documentation issued by the Council.


The procurement has been structured into two separate Lots to reflect the different scales and types of work required. Lot 1 – Major Works covers larger and more complex highway improvement and maintenance projects, while Lot 2 – Minor Works focuses on routine maintenance, smaller-scale repairs, and responsive works. Each Lot will be evaluated independently in line with the criteria set out in the Invitation to Tender, and bidders may be awarded either one or both Lots depending on their submissions.


All tender responses must be submitted electronically through the Council’s ProContract portal. Interested organisations are required to register on the portal to gain access to the full tender documentation, as well as any updates, clarification notices, or amendments issued during the procurement process.


The successful contractor or contractors will be appointed for a long-term agreement running from 15 June 2026 until 30 June 2036. The Council expects the contract to support consistent service delivery, value for money, and compliance with relevant safety, environmental, and performance standards throughout the contract term.


The deadline for submitting an expression of interest is 12:00 noon on 2 February. Organisations considering a bid are encouraged to review the tender documentation carefully and monitor the ProContract portal regularly for further information.
