Leeds City Council Establishes £1.5 Billion Framework to Support Regional Construction Growth

Public sector organisations across northern and central England are set to benefit from a new long-term procurement route after Leeds City Council confirmed the successful contractors appointed to a major construction framework worth up to £1.5 billion.


The YORbuild Major Works 2 Framework has been established to provide local authorities, public bodies and eligible third-sector organisations with streamlined access to some of the UK's leading construction companies, helping accelerate the delivery of schools, healthcare facilities, civic buildings and other major capital projects over the coming years.


Operating initially from 6 July 2026 until 5 July 2030, with the option to extend for a further two years until July 2032, the framework is intended to give public sector clients greater procurement flexibility while creating a stable pipeline of opportunities for the construction industry.


The framework will be available to organisations across Yorkshire and the Humber, the North East, Lincolnshire, Nottinghamshire, Derbyshire and parts of Leicestershire, supporting the delivery of both building and selected civil engineering projects.


Two contractor panels created

To cater for projects of varying size and complexity, the framework has been divided into two value bands.


Lot 1, with an estimated value of £600 million (excluding VAT), includes:

  • Caddick Construction

  • Galliford Try Construction

  • Kier Construction

  • Morgan Sindall Construction & Infrastructure

  • Robertson Construction Group

  • Tilbury Douglas Construction

  • VINCI Building

  • Wates Construction


Lot 2, valued at £900 million (excluding VAT), comprises:

  • Galliford Try Construction

  • John Graham Construction

  • Kier Construction

  • McLaren Construction

  • Morgan Sindall Construction & Infrastructure

  • VINCI Building

  • Wates Construction

  • Willmott Dixon Construction


Several contractors secured appointments to both lots, reflecting their capability to deliver projects across a broad range of values and complexity.


Framework designed for long-term collaboration

The procurement attracted considerable interest from the market, with 16 bids received for Lot 1 and 15 bids submitted for Lot 2, demonstrating the continued strength of competition for long-term public sector frameworks.


Leeds City Council acted as the contracting authority, while East Riding of Yorkshire Council managed the procurement process, including preparation of the tender documentation, administration of the competition and evaluation of submissions. Sheffield City Council also supported the assessment process.


Supporting future public investment

Framework agreements continue to play an increasingly important role in public sector procurement by providing clients with quicker access to experienced contractors while reducing procurement times and encouraging collaborative working throughout project delivery.


The YORbuild Major Works 2 Framework is expected to support a wide range of investment programmes over the coming years, including education, healthcare, housing, civic buildings and wider public infrastructure, helping local authorities and public bodies deliver projects more efficiently while providing greater certainty for the construction supply chain.


Following the completion of the mandatory standstill period, the framework is expected to be formally signed on 6 July 2026, creating one of the region's largest collaborative procurement vehicles for major construction projects and reinforcing Leeds City Council's role in supporting infrastructure and economic growth across the North and Midlands.
