HS2 Pushes Back Start Date for £1bn Maintenance Contract Programme

HS2 Ltd has delayed the planned launch of its £1.03 billion Interim Maintenance Contracts (IMC), extending the anticipated start date by more than four months as the high-speed rail project continues to review its delivery approach.
Updated procurement documents show the contracts are now expected to commence on 15 December 2027, rather than the previously advertised date of 31 July 2027. Despite the delay, the planned completion date remains unchanged, with the contracts scheduled to run until the end of December 2037.
The maintenance agreements are intended to provide care, custody and safeguarding services for infrastructure assets completed by HS2's Main Works Civils Contractors before responsibility transfers to High-Speed Rail Systems contractors.
According to the procurement notice, the requirement has emerged as part of ongoing changes to the project's delivery strategy linked to the wider HS2 Reset programme.
The contracts will cover a broad range of asset management and maintenance activities designed to protect completed infrastructure during the transition between construction phases.
Core responsibilities are expected to include land management, maintenance of environmental and landscaping assets, management of temporary facilities and upkeep of civil engineering infrastructure.
Additional infrastructure safeguarding duties are anticipated to encompass security operations, principal contractor responsibilities, lead contractor functions and professional services delivered as required.
HS2 has also indicated that optional elements could be added to the scope, including landscape design services, the creation of planted areas and certain civil engineering construction activities.
While the commencement date has been revised, several key aspects of the procurement remain unchanged. HS2 continues to target 13 November 2026 for publication of the tender notice, and the estimated contract value remains at £1.034 billion excluding VAT.
No further amendments have been announced regarding the procurement route, overall scope of services or anticipated tender timetable.
The Interim Maintenance Contracts are regarded as an important component of HS2's evolving delivery model, ensuring completed infrastructure is protected and maintained until subsequent rail systems contractors are ready to mobilise and take responsibility for the assets.
