Hertfordshire Approves £107 Million Investment to Improve Roads, Pavements, and Transport Infrastructure

Residents across Hertfordshire are set to benefit from significant improvements to roads, pavements, and local transport infrastructure after councillors approved a major investment of over £107 million.


The decision was made at the county council’s Cabinet panel on 11 February and will fund 1,069 schemes between April 2026 and March 2027.


The programme is designed to enhance safety and make it easier for people to walk, cycle, and wheel around the county. Covering 3,200 miles of roads and 3,500 miles of pavements, it ensures that communities across Hertfordshire receive sustained, targeted investment. This is in addition to more than £30 million allocated for routine maintenance, such as pothole repairs, drainage works, verge upkeep, and structural improvements.


Planned projects include:

  • Resurfacing roads and pavements

  • Upgrading traffic signals

  • Refurbishing bridges

  • Implementing targeted road safety measures, including the continued expansion of 20mph zones

  • Enhancing conditions for walking and cycling to encourage greener travel choices


The programme aims to reduce congestion, cut carbon emissions, and provide more reliable, accessible journeys for all residents.


A key feature of the investment is the inclusion of locally prioritised schemes, chosen by county councillors to address the specific needs of their communities. This approach ensures funding is fair, visible, and responsive to local knowledge.


“People consistently tell us that the condition of roads is important to them. This programme is about getting the basics right: safer roads, resurfaced pavements, and more reliable journeys, whatever mode of transport you use,” said Cllr Stephen Giles-Medhurst OBE, Executive Member for Highways.


He added: “While we cannot fix everything at once, this is a practical, deliverable programme that will make a real difference in towns and villages across Hertfordshire. It also supports our wider goals of improving bus services and promoting sustainable travel, making walking and cycling safer and more appealing for everyday trips.”


The council’s overall budget, including capital and revenue funding for the Highways Service, will be finalised by Full Council on 17 February.
