Heathrow Expansion Clears First Hurdle as Regulator Eyes £320m Early Spend

The UK Civil Aviation Authority (CAA) has set out its draft decision on how early costs linked to Heathrow Airport’s expansion plans could be recovered—potentially unlocking up to £320 million to support initial development work.
The proposal, now open for consultation, would allow Heathrow Airport Limited (HAL) to recover efficient costs incurred during 2025 and 2026, covering essential early-stage activity such as planning, design and preparation for a future Development Consent Order application.
The move is intended to ensure Heathrow has the financial backing needed to continue progressing its expansion scheme, widely seen as a critical step in increasing UK airport capacity.
Competition still in the mix
In a nod to maintaining competition, the CAA has also proposed allowing Heathrow West Ltd—the promoter of a rival, Arora-backed scheme—to recover up to £4.3 million in early costs incurred before November 2025. This reflects the regulator’s duty to support competitive options in airport development where appropriate.
Safeguards for consumers
Alongside the funding proposals, the CAA has outlined a series of consumer protection measures. These include the appointment of an independent technical expert to oversee progress, stricter transparency around cost reporting, and mechanisms to revisit decisions if circumstances change.
An additional efficiency review is also planned to ensure that only justified and proportionate costs are ultimately passed through.
What happens next?
The draft decision marks an important early step rather than a final green light. Following the consultation period, the CAA is expected to publish its final decision in summer 2026, along with any necessary updates to Heathrow Airport Limited’s operating licence.
While the runway itself may still be some distance away, the regulator’s latest move signals that the groundwork—both financial and regulatory—is steadily being laid.
