Government launches call for evidence to accelerate delivery of mass transit schemes

The Government's newly established Mass Transit Taskforce has launched a nationwide call for evidence as it begins work on identifying how major public transport schemes can be delivered more quickly, efficiently and cost-effectively across the UK.


The initiative, established by the Department for Transport (DfT) in May, will examine the barriers that have historically slowed the development of urban mass transit projects while identifying opportunities to improve delivery and maximise the economic and social benefits of investment.


The consultation invites contributions from across the transport sector, including local authorities, operators, consultants, contractors, manufacturers and industry organisations.


Creating a roadmap for future transport investment

The Taskforce has been established to assess how integrated mass transit systems can better support economic growth, housing, regeneration and sustainable transport objectives.


As part of its work, it will evaluate the wider economic, spatial and social benefits generated by mass transit while examining the challenges that continue to affect project planning, funding and construction.


Its recommendations will be presented to both central and local government, helping shape future policy on the delivery of major transport infrastructure.


Broad definition of mass transit

For the purposes of the review, the Taskforce will consider a wide range of transport systems, including:

  • Light rail

  • Very light rail

  • Tram networks

  • Tram-train systems

  • Metro-style rail services

  • Bus Rapid Transit (BRT)


By examining different delivery models from across the UK and internationally, the Taskforce aims to identify best practice that can be replicated on future schemes.


Bringing together industry expertise

The Taskforce is chaired by Bridget Rosewell CBE, supported by members with experience spanning transport planning, engineering and urban development.


The panel includes Jason Prince, Director of the Urban Transport Group (UTG); Richard de Cani, Chief Officer for Global Business and Markets at Arup; and David Milner, Managing Director of Create Streets.


An expert advisory panel is expected to be announced in the coming weeks, while the Urban Transport Group will provide secretariat support throughout the review.


Industry invited to shape recommendations

Bridget Rosewell said the review would focus on producing practical, evidence-based recommendations capable of improving the delivery of future transport projects.

"The Taskforce will produce clear recommendations, informed by evidence, analysis and expert advice, on how the benefits of mass transit can be appropriately realised for more people and places and how mass transit projects can be delivered with greater speed, efficiency and cost effectiveness whilst maintaining excellent standards for safety, accessibility and passenger experience.
"The call for evidence is an invitation for you—the transport industry—to shape a successful future for mass transit."

Supporting long-term transport ambitions

The launch of the consultation reflects the Government's increasing emphasis on expanding high-capacity public transport networks to support economic growth, improve regional connectivity and encourage more sustainable travel.


With a growing number of cities exploring light rail, tram and rapid transit schemes, the Taskforce is expected to play a significant role in identifying reforms that could reduce costs, streamline approvals and accelerate the delivery of future projects.
