East West Rail Seeks Strategic Delivery Partner for Major £300M Consultancy Framework

East West Railway Company (EWR Co) has begun engaging with the market ahead of procuring a major consultancy contract that could be worth up to £300 million over the lifetime of the East West Rail programme.


The organisation is seeking industry feedback on plans to appoint an Integration, Technical, Operations, Assurance and Environmental (ITOAE) Partner to provide strategic support throughout the development and delivery of the proposed rail corridor linking Oxford, Milton Keynes, Bedford and Cambridge.


The appointment is expected to form a key part of the project's governance and assurance structure, with the successful partner providing independent oversight across multiple stages of the programme.


Under current proposals, the contract would commence in August 2027 and run until August 2039 through an NEC4 Professional Services Contract. While EWR Co estimates that actual work orders are likely to total between £150 million and £200 million, a £300 million budget allowance has been established to accommodate potential programme changes, delays and additional service requirements over the contract term.


The ITOAE Partner will be responsible for ensuring that technical, operational, environmental and design activities are effectively coordinated and aligned with project objectives. The role is intended to provide confidence that the programme remains deliverable, affordable and ready for future construction procurement and implementation phases.


Responsibilities are expected to include design integration, technical and operational assurance, environmental management, information and digital systems oversight, constructability reviews and support for client capability development.


EWR Co has clarified that the appointed organisation will not undertake lead designer responsibilities and will not act as Principal Designer under the Construction (Design and Management) Regulations 2015. Those duties will remain with separately appointed design consultants and future construction contractors.


The scope of the role will extend across a wide range of specialist disciplines, including railway systems engineering, train operations, timetabling, stations, rolling stock interfaces, structures, tunnels, earthworks, asset management, digital engineering, mechanical and electrical systems, as well as sustainability and environmental performance.


The proposed commercial model combines a retained core service with additional authorised work packages that can be instructed as required through a structured service delivery plan.

To maintain independence and strengthen governance arrangements, EWR Co is also proposing a clear separation between the future ITOAE Partner and a separate Client Support Framework (CSF) currently under consideration. Under this approach, the successful ITOAE contractor, along with affiliated companies within the same corporate group, would be excluded from securing work through the CSF for the duration of the agreement.


According to EWR Co, this separation is designed to protect the integrity of assurance activities, minimise conflicts of interest and reflect recommendations made in major project governance reviews, including the Stewart Review published in 2025.


The current market engagement exercise will help shape the final procurement strategy, contract scope and commercial arrangements ahead of the formal tender process.


Organisations wishing to participate must register their interest by 12 June. A detailed briefing package and presentation will be released on 15 June, with responses to the engagement questionnaire required by 26 June. Following assessment, a shortlist of four or five organisations will be invited to take part in one-to-one discussions beginning in early July.


East West Rail Programme Overview

Established in 2017, East West Railway Company is responsible for delivering the long-planned rail corridor linking Oxford and Cambridge. The project is intended to improve connectivity across one of the UK's most significant economic regions, supporting growth in sectors such as advanced technology, life sciences, biotechnology and artificial intelligence.


Delivery is being undertaken through three connection stages:


Connection Stage 1 – Oxford to Milton Keynes: Reconstruction of the route between Bicester and Bletchley, with infrastructure works completed in 2024.

Connection Stage 2 – Oxford to Bedford: Extension of services to Bedford, including upgrades to the Marston Vale Line.

Connection Stage 3 – Oxford to Cambridge: Completion of the full route to Cambridge, subject to securing a Development Consent Order before construction can proceed.


Once complete, East West Rail is expected to create a modern strategic rail link across the Oxford-Cambridge corridor, unlocking economic opportunities and improving regional connectivity for decades to come.
