Dartford Crossing Fines Make Up One-Fifth of UK Fleet Penalties, Says Hudson Kapel

Fleet management specialist Hudson Kapel has reported that penalties for Dartford Crossing charges now account for 20% of all fleet fines in the UK.
According to Business Motoring, private parking fines remain the largest category of fleet penalties, representing 35.5% of the total between August and October 2025, down slightly from 37% in the same period last year. Speeding offences accounted for 14.5% of fleet fines, an increase from 13% in 2024.
Hudson Kapel attributed the rise in fleet fines this year to the growing use of automatic number plate recognition (ANPR) cameras and artificial intelligence (AI) technology.
Council-issued parking fines accounted for 8.5% of all fleet penalties during the same period, down from 12% previously, while Congestion Charge fines fell from 5% to 4%. The company also noted that the expansion of Clean Air and Low Emission Zones is putting additional pressure on fleets.
Simon Withey, managing director at Hudson Kapel, said:
“The volume of fines keeps rising, and it’s not just affecting drivers’ pockets. For companies with large fleets, managing penalties is an operational challenge. Each fine needs to be identified, verified, and assigned to the correct driver.
“The increasing volume makes compliance and efficiency a daily concern. As more cities introduce new enforcement zones, these numbers are only going to grow. Fleet operators need to stay ahead by leveraging technology, engaging drivers, and keeping administrative processes under control.”
Hudson Kapel has launched a fine management platform that connects with 800 authorities, providing fleet managers with real-time insight into each penalty. The system also notifies drivers, automates reassignment, and generates trend reports to help improve driver behaviour and reduce future fines.
