Corserv Solutions Ltd, through its Cormac Division, has launched a new procurement opportunity for contractors to deliver footway repair and associated preparatory works across Cornwall.
According to ProContract, the scheme is aimed at ensuring local footways remain safe, accessible, and well maintained, supporting both communities and the county’s wider transport infrastructure.
The contract will cover a wide range of activities, with the primary focus on repairing nominated footways at multiple sites. Contractors will be expected to undertake essential preparatory works before thermal treatments are applied. These tasks include:
Weed spraying and siding to clear overgrowth and ensure clean edges.
Carrying out minor civil engineering repairs, such as filling defects or addressing surface irregularities.
Preparing footways to ensure they are in suitable condition for treatment.
In addition, the contract may require the resetting or replacement of kerbs. These works will be determined and agreed on site, depending on specific location needs.
The works will be managed under the NEC3 contract framework, which is widely used for construction and civil engineering projects and is designed to encourage collaboration, transparency, and efficiency between client and contractor.
Evaluation and CriteriaTenders will be assessed using a two-part weighted system:
80% Commercial – focusing on cost-effectiveness, competitiveness, and value for money.
20% Quality – assessing the contractor’s experience, methodology, and ability to deliver works to the required standard.
This weighting highlights Corserv’s emphasis on achieving best value for the public purse while still ensuring quality and reliability in delivery.
Key TimelinesThe Expression of Interest window remains open until 13 October at 14:00. Following this, shortlisted contractors will be invited to progress through the procurement process.
Local and Community Benefits
The programme is part of Cornwall’s ongoing commitment to maintaining its local transport and active travel networks. Well-maintained footways not only improve accessibility and safety for pedestrians but also support wider health, environmental, and economic goals, such as encouraging walking and reducing car dependency.
By bringing in experienced contractors through an open and competitive process, the council aims to ensure that communities across Cornwall benefit from safe, high-quality public spaces.
Next Steps for Contractors
