A428 Black Cat to Caxton Gibbet Scheme Remains on Track for 2027 Opening

National Highways has confirmed that work on the A428 Black Cat to Caxton Gibbet improvement scheme is progressing as planned, with the new route expected to open in spring 2027.


Now more than two years into construction, the £1 billion project will deliver a new 10-mile dual carriageway, improving connections between the A1 and A421 at the Black Cat roundabout in Bedfordshire and the A428 at Caxton Gibbet in Cambridgeshire.


A major element of the scheme involves transforming the existing Caxton Gibbet roundabout into a grade-separated junction. The redesign will connect the upgraded A421 with the A428 and A1198, with through traffic carried over the junction via a new flyover to improve journey times and reduce congestion.


Significant progress has already been made on site. One of the most complex phases of the project is currently underway at Black Cat, where the A1 is being lowered by approximately eight metres to accommodate the new layout.


Elsewhere, construction teams recently completed the installation of 11 beams for the Caxton Gibbet flyover bridge, a key structure that will carry the A421 over the junction once finished.

The scheme is expected to enhance capacity, improve safety and support regional growth by creating a more reliable strategic route between key parts of Bedfordshire and Cambridgeshire.
