£384m Highways Framework Announced for South Wales Trunk Roads

A procurement process has been launched for a £384 million highways framework covering trunk roads across South Wales.


The South Wales Trunk Road Agent (SWTRA), managed by Neath Port Talbot County Borough Council, will oversee the four-year deal, which is scheduled to begin in April 2027.


Carmarthenshire County Council and Monmouthshire County Council will also act as contracting authorities.


The framework will be split into two lots: civils and ancillary works, and surfacing and ancillary works. It will initially run for three years, with the option to extend for a further 12 months.

Procured through an open procedure, the agreement will use the NEC4 form of contract. Its estimated value is £320 million excluding VAT, or £384 million including VAT.


The tender is expected to be published in June 2026, according to the announcement made by the three councils on Friday, 26 September.


The framework will cover a broad scope of work linked to the maintenance and management of trunk roads within the SWTRA region, including Cardiff and the Vale of Glamorgan, Bridgend and Neath Port Talbot, the Central and Gwent Valleys, South West Wales, and Swansea.
