XAIS and Transport for London sign long term software agreement


We are delighted to confirm a new software licence agreement with Transport for London which will see the local government organisation continue its use of the XA© UKPMS and Risk Management modules through to 2024 – with the option to extend for up to three more years.


Transport for London (TfL) is the integrated transport authority responsible for meeting Mayor Sadiq Khan’s strategy and commitments on transport in London – with direct responsibility for Greater London Authority roads.

Together these roads are called the Transport for London Road Network (TLRN) and comprise 580km of London’s strategic roads, all designated as red routes that include approximately 1000km of road surface including dual carriageways.

Whilst the TLRN constitutes less than 5% of the total road network within Greater London, it carries over a third of London’s vehicular traffic and, together with London’s motorways, carries about half of London’s heavy goods traffic – 26 million trips are carried out per day and 80% on the red routes.

The Roads Task Force (RTF) was set up by the Mayor of London in 2012 to meet the challenges facing London’s streets and roads. A key focus for the RTF is making roads safer for all users and the TfL team has put its faith in the XA© Asset Management System to help them towards this objective.

Detailed analysis and smart decisions

Having originally started using the XA© to process 2018 SCRIM data, TfL teams understand the important role the asset management system plays as an easy-to-use yet powerful analysis and decision support tool that delivers exceptional value.

The new agreement covers use of two specific modules alongside the XA© core system – XA© UKPMS and XA© Risk Management.

The XA© UKPMS module plays a key role in helping TfL plan and maintain local road networks through the systematic collection, analysis and processing of condition data.

It supports all the UKPMS processing and reporting functionality required to deliver machine and visual survey-based UKPMS reports and performance indicators:

  • Automatic Pass Processing

  • Import/Export of UKPMS HMDIF data

  • RCI Carriageway Condition reports

  • BV224b CVI Carriageway Condition reports

  • BV187 DVI Footway Condition reports

  • FNS Footway Condition reports

  • Carriageway Asset Valuation reports (DRC/GRC)

  • Footway Asset Valuation reports (DRC/GRC)

The XA© Risk Management module is a unique and comprehensive package that helps TfL teams manage, monitor and report on skid risk across the highway network.

Key features of the module include:

  • Validating and loading SCRIM or GripTester data and investigatory levels from HMDIF and CSV

  • Generating Skid Assessment Lengths (SALs)

  • Producing skid sites

  • Assessing skid sites in the field

  • Detailed accident analysis

  • Identifying remedial and precautionary maintenance tasks

  • Providing an audit trail of all decisions and actions

  • Updating investigatory levels in a map-based environment

  • Comprehensive skid site reports, including photos

It fully encapsulates current National Highways guidance and recommendations whilst retaining the flexibility for the user to define their own rules. It also incorporates an easy-to-use map-based interface for interactively assessing skid sites.

Mobile support

Importantly for the TfL team, the Risk Management module includes tablet based on-site software that allows inspectors to assess skid sites in the field before seamlessly uploading the results back into XA© for analysis and prioritisation.

This tablet-based capability has proven to be of real value – with a significant number of site visits completed to date and feedback from the TfL engineers helping to shape ongoing product developments.

Seamless alignment
