Wiltshire starts search for firms for new £300m highways term maintenance contract


Wiltshire Council has started the search for a contractor for its Term highways maintenance service, with an emphasis of reducing the carbon footprint of the service.


The work includes construction, foundation and surface works, routine, reactive and safety maintenance, repairs and cleansing operations, signing and lining, repairs and maintenance to structures, drainage CCTV investigations and repairs, and street lighting maintenance repairs and replacements. The provision of parish stewards and out of hours emergency services and a winter maintenance service for the provision of drivers on standby to operate the gritter fleet.


The contract is due to start in April 2023 for five years with a possible five-year extension.

Wiltshire Council’s Term Highways Maintenance Contract has been designed for the provision of a highways maintenance service to undertake a programme of maintenance and improvements of the highways and highway assets on the highway roads network or other land including council land in Wiltshire and associated infrastructure.


The service will include construction, foundation and surface works, routine, reactive and safety maintenance, repairs and cleansing operations, signing and lining, repairs and maintenance to structures, drainage CCTV investigations and repairs, and street lighting maintenance repairs and replacements. It also includes the provision of parish stewards and out of hours emergency services and a winter maintenance service for the provision of drivers on standby to operate the gritter fleet.


The Minimum Spend is £3 million pa The average spend is £15 million per annum and the potential spend is £30 million per annum depending on funding from other sources.

The contract also requires the contractor to reduce the carbon footprint of construction and maintenance activities over the life of the contract and consider resilience to changing conditions and extremes of weather. TUPE will also apply to this contract.


The deadline for receipt of tenders or requests to participate is 12pm on 24 May.
