Believ to deliver 440 new on-street EV charge points across Plymouth

Charge point operator Believ has partnered with Plymouth City Council to install hundreds of new electric vehicle (EV) charge points across the city, significantly expanding its on-street charging network.
The project is set to deliver around 440 dual charge points by 2028, with potential to scale further in line with demand. The installations will focus on residential streets, particularly in areas where households do not have access to private driveways or off-street parking.
The initiative forms part of Plymouth’s broader strategy to cut carbon emissions, improve air quality and support the transition to electric vehicles.
Installation work is expected to begin in summer 2026. Believ will be responsible for installing, operating and maintaining the charge points. The scheme is backed by Local Electric Vehicle Infrastructure (LEVI) funding, with Believ covering the remaining costs, meaning no financial burden on local taxpayers.
Fast chargers designed for longer stays and overnight charging will be introduced alongside dedicated EV parking bays to encourage sustainable travel across the city.
Councillor John Stephens, Cabinet Member for Strategic Transport, described the rollout as a significant step forward.
“This is a major milestone for Plymouth, and we are already seeing how our EV strategy is benefitting residents who have an electric car,” he said. “We are taking a significant step towards delivering a reliable, accessible charging network for residents who do not have off-street parking. This investment will help remove a key barrier to electric vehicle ownership.”
