Amey Strengthens Advisory Division with New Transport Delivery Director

Infrastructure services company Amey has appointed Tom Kinnear as its new Delivery Director for Transport, reinforcing the firm’s strategic push to expand its advisory capabilities across key infrastructure sectors.
Kinnear will oversee Amey’s transport advisory operations covering highways, rail, aviation, and ports. Bringing more than two decades of experience in transport consultancy, he is recognised for helping infrastructure organisations convert strategic objectives, digital innovation, and data-driven insights into tangible operational improvements and long-term value.
Throughout his career, Kinnear has held senior positions with major organisations including Deloitte and Network Rail, where he worked on complex, nationally significant programmes for transport operators and public-sector authorities across the UK.
Part of Wider Advisory Business Restructure
His appointment forms part of a broader leadership reshuffle within Amey’s Advisory business, aimed at supporting the company’s continued growth and helping clients tackle increasingly demanding infrastructure and climate resilience challenges.
Alongside Kinnear, Amey has also announced several other senior leadership appointments:
James Bullied becomes Sector Director for Advisory, taking responsibility for overall sector leadership.
Chris Gray has been named Delivery Director for Water, Environment and Energy, leading advisory services across those markets.
Gareth Podesta assumes the role of Delivery Director for Defence and Public Estates, overseeing strategy, client engagement, and portfolio development for defence and government-related services.
Focus on Long-Term Infrastructure Challenges
Commenting on the appointments, Amey Managing Director Colin Wood said the new leadership team would strengthen the organisation’s ability to combine strategic expertise with practical delivery.
According to Wood, the appointments will provide clients with enhanced sector knowledge and stronger support in delivering resilient, long-term infrastructure outcomes through data-led insights, systems thinking, and integrated delivery approaches.
He added that the collective experience of the new team would expand the organisation’s capabilities across a variety of critical markets while also creating opportunities for future growth both in the UK and overseas.
Expansion into New Markets
Amey’s Advisory division is increasingly focused on priority sectors such as transport, defence, healthcare, nuclear, and energy. The business is also continuing to build expertise in areas including:
Asset management
Artificial intelligence readiness and adoption
Data and digital services
Energy management
Estate optimisation
Biodiversity and environmental solutions
The company also plans to accelerate expansion into international markets including the United States, Australia, the Republic of Ireland, and the Caribbean.
Recruitment Continues
In line with its growth ambitions and expanding project pipeline, Amey confirmed it is continuing to recruit across its Advisory business, with multiple vacancies currently open in specialist and sector-focused roles.
